The attacks in Paris and Brussels have struck Europe hard. Populist voices were quick to blame migration for an apparently increasing threat of terrorism. And those voices are not falling on deaf ears. Our survey found that 3 in 5 Europeans think an increase in migration could lead to an increase in terrorist attacks.

In Eastern Europe, a staggering 81% of people believe that an increase in migration also causes an increase in terrorist attacks. This may, at least partly, explain why many Eastern European countries were so vocal about tighter border controls. A pan-European solution to the refugee crisis should be the most effective way forward, but divisions across countries on how such a coordinated policy could look like, remain strong.
